AzCAP STUDIES BORDER COUNTIES

The United States/Mexico Border Counties Coalition received a Congressional appropriation to determine the costs to 24 border counties of providing services to criminal illegal immigrants in the areas of law enforcement, criminal justice, and emergency medical care AzCAP was selected to lead the study. The data will be utilized by Arizona Senator Jon Kyl, Texas Senator Kay Bailey Hutchison and others to legislate full reimbursement to counties as part of 'State Criminal Alien Assistance ProgramII." Tanis Salant is the principal investigator, along with John Weeks of San Diego State University, Nadia Rubaii-Barrett of New Mexico State University, and Christine Brenner of University of Texas at El Paso. Eighteen border counties are members of the Coalition, and the executive committee comprises air elected county official from each state: Tom Veysey, Imperial County, CA; Sharon Bronson, Pima County, AZ, Dennis Armijo, Luna County, NM; and Carlos Aguilar III, El Paso County, TX. Tanis has conducted on-site interviews with county officials in Yuma, Pima, Santa Cruz and Cochise Counties in Arizona; and in Cameron, Hidalgo, Starr, Zapata, Webb, Maverick and Kinney Counties in Texas. Preliminary cost estimates are expected in late summer.

COUNTY SUPERVISORS ASSOCIATION HOLDS RETREAT WITH AzCAP

"Breaking New Ground: Designing a Future for CSA" was the theme of a retreat for county supervisors end managers/administrators held in Payson in May. AzCAP staff facilitated two sessions on reexamining and realigning the roles and functions of CSA to maximize its strengths. Dozens of officials train 13 counties participated.
