degree SOUTHWEST LEADERSHIP PROGRAM CLASS OF '99!
Forty-four local, state, and tribal officials completed both modules of the Southwest Leadership Program for Local and State Government this year. They represent eight counties in AZ and TX, 18 municipalities in AZ and WA, the Tohono O'odham Nation, AACo, and five state agencies: House of Representatives, Corrections, Public Safety, Registrar of Contractors, and Secretary of State Thirteen are elected officials. Governor Hull has been invited to award the University of Arizona's Certificate in Public Policy and Management in a graduation ceremony on January 6. COUNTY CHARTER ELECTIONS IN THE 1990S
 
A recent study by the Office of Government Programs, County charter Government in the West, indicates that 71 elections on proposed county charters were held across the country in the 1990s. Twenty-three proposed charters were approved by voters (32.4 percent), and 48 were defeated. In the 13 western states, where eight permit counties to adopt a charter, voters approved seven charters (30.4 percent) and defeated 26, including those in Maricopa and Pima counties. The new western charter counties are: Denali and Yakutat (boroughts), AK; Clatsop, Tillamook, and Umatilla, OR; El Dorado, CA; and Fergus, MT. (Montana, which underwent its 10-year voter review process in 1996, submitted 12 of the western proposals). At the close of this century, 90 years after the first two county charters were adopted in California, 149 counties now operate with a charter. This accounts for about 12 percent of eligible counties (1,254). County Charter Government in the West was authored by Dawn Cowan and Tanis Salant.
